IIS Digital signature ASP.NET C# + 1

Users log on to an ASP.NET C # website with their username and password. This is stored in an SQL DB.
When the user is required to retrieve / send data from Web Service to the Traffic Authority, their call must contain their private employee signature so that each employee is identified in the web service called.
The ASP.NET site itself I control.
Only the setup of IIS with digital signature I need help with, as well as a guide to setting up new users with their signature. Just like a script so it can be done easily.
The wish is that the user is not called for the password for the digital signature each time a call is made.
